Either this is a popular fashion "look" among the homeless in SoCal, or I used to see this guy all the time when I lived in Santa Barbara. Fashion Trend or just a transient who went south, to L.A.?

This gentleman has been hanging out in our neighborhood for a while. He's actually really nice, singing happily as he borrows flowers in the gardens. He may have come from Santa Barbara; I used the live there and Santa Monica is much more lenient and liberal with the homeless population.
