Right where Venice Beach meets Marina del Rey, there is a house that offers "water for our four-legged friends", with a tap installed right on the sidewalk. It reminded me of Why Travel To France's posts on toutou bars in France.
The woman in the picture had an interesting story: she picked up her dog at the pond a year ago, to lift herself out of depression after breaking up with her French boyfriend. She still hadn't gone over how "macho those French guys are". She was a quite personnage herself, which would explain the sparkly relationship.
