Münich's Malibu

They don't have an ocean, so canals will do.
"'German surfing' might sound about as plausible as 'Nebraskan seafood,' but the sport has been thriving here for years," writes Michael Scott More for the Atlantic Monthly about Münich's über-cool fad: surfing the Eisbach canal in the city's English Gardens. "The shape of the bottom creates a fast but surfable standing wave that has become the most popular 'river-surfing' spot in Europe." Just watch out for the occasional barge coming downstream.
