CPI Increases By 60% In Santa Monica?!

Just renewed my Santa Monica business license. Noticed that the processing fee went from $15.80 last year to $25.25 this year. Not a big deal, but on its Business License Tax and Fee Summary, the City of Santa Monica refers the processing and other fees to a footnote stating that "Fees increase by Consumer price Index (CPI) each year on July 1." From $15.80 to $25.25: that would make a CPI increase of 60%?! Wow. Life is really expensive at the beach.
